Google Ads: No Impressions, No Clicks? Causes and Fixes
The campaigns are enabled, the budget is set, and yet the counter stays at zero: no impressions, no clicks. In the vast majority of cases, the cause is one of the eight below, and it takes minutes to fix.
Check them in this order, from account level down to keyword. For each cause: how to spot it and how to fix it, according to Google’s documentation and account experience.
1. Billing is not set up
This is the first check, and the most common on a new account: no ad runs until billing information has been entered and submitted (Submit billing information, Google FAQ). Depending on the payment method, ads can start immediately or after a verification delay.
On an existing account, a declined payment, exhausted prepayment or deactivated billing setup has the same effect (Troubleshoot billing setup status, Google FAQ). Where to look: the Billing icon, and the alert banner at the top of the account.
2. The campaign has no ads or no keywords
A Search campaign needs, in each ad group, at least one active ad and at least one active keyword. If either is missing, the ad group does not serve, even if the campaign shows as « Enabled ».
This is common after an import or duplication: ads left as drafts, paused keywords, an empty ad group. Also check statuses down the hierarchy: an enabled campaign whose ad group is paused does not serve, nor does a campaign whose end date has passed (Find your ad status, Google FAQ).
3. Ads are disapproved or under review
Every ad is reviewed against Google’s advertising policies before it serves. A disapproved ad gets no impressions; an « Approved (limited) » ad serves with restrictions (Find your ad status, Google FAQ). Review is usually quick, but can take longer for some content (About the ad review process, Google FAQ).
Where to look: the ads’ « Status » column and Policy manager. If the ad or landing page has been fixed, or the decision seems wrong, you can appeal directly from the account (Fix a disapproved ad or appeal a policy decision, Google FAQ).
To diagnose a specific search, use the Ad Preview and Diagnosis tool (Tools menu, Troubleshooting). It shows whether your ad can appear for that search and, if not, why: disapproval, bid, budget, targeting, without generating false impressions (About the Ad preview and diagnosis tool, Google FAQ).
4. The bid was left at €0.01 (Google Ads Editor)
A classic mistake. In Google Ads Editor, an ad group created without a bid gets a default max CPC of 0.01. Published as is with manual bidding, it clears no Ad Rank threshold: the keywords are « eligible » but get no impressions.
Where to look: the ad groups’ « Default max. CPC » column and keyword bids, which override the ad group’s when set (Set your ad group default bid, Google FAQ). Before posting from Editor, filter for ad groups with a bid below a few tens of cents.
5. The daily budget is too low for the market's CPC
A €5 daily budget in a market where a click costs €4 to €10 leaves at best one or two clicks a day, and often no impressions: the system limits delivery to respect the budget. Google can spend up to twice the daily budget on a given day, but never more than 30.4 times that budget in a month (About average daily budgets, Google FAQ).
The symptom is the same when the max CPC is high and the budget very low: a few very expensive clicks, or nothing. Where to look: the campaign’s « Limited by budget » status, and Keyword Planner’s bid estimates. Either raise the budget or concentrate it on fewer keywords (see how much Google Ads costs).
6. Products are disapproved in Merchant Center
For Shopping and Performance Max campaigns using a feed, a product that is disapproved or pending in Merchant Center cannot serve. If the whole feed is disapproved, the campaign has nothing to show.
Where to look: in Merchant Center, the tab of products needing attention and each issue’s page, which shows its impact and fix (The Needs attention tab, Google FAQ, Issues in Merchant Center, Google FAQ). The usual causes: price or availability differing from the page, invalid product identifiers (GTIN), non-compliant images, or an account-level issue.
7. Targeting is too narrow
- Low search volume keywords: Google temporarily suspends keywords with almost no search history; neither bid nor ad changes that (Low search volume: Definition, Google FAQ). The status shows in the keywords column (About keyword status, Google FAQ).
- Location, language or schedule too narrow: a campaign limited to one town, on weekdays from 9 to 10 am, serves very little.
- Negative keywords too broad: a broad negative can block your own keywords.
- Audiences set to targeting instead of observation, on a list that is too small.
8. You can't see the ad, but it is serving
A last, common case: the ad serves, just not to you. If you often search for it without clicking, Google may stop showing it to you, and those searches lower your clickthrough rate. Google advises checking impressions in the account and using the Ad Preview and Diagnosis tool rather than searching for your own ad (Why you may not see your ad, Google FAQ).
The one-minute checklist
- Valid billing, no alert.
- Campaign, ad group, ads and keywords enabled; campaign dates correct.
- Ads approved.
- No bid at 0.01.
- Budget consistent with the market’s cost per click.
- Products approved in Merchant Center.
- Eligible keywords, reasonable targeting and negatives.
- Diagnosis confirmed with the Ad Preview and Diagnosis tool.
Still a mystery?
If everything is in order and the counter stays at zero, the cause is rarer: a suspended account, pending advertiser verification, a conflict between campaigns, a restriction specific to your industry. Frequently asked questions
How long before a new campaign gets impressions?
Once billing is validated and ads are approved, usually a few hours. Ad review can take longer for some content (About the ad review process, Google FAQ).
Why is my campaign « Enabled » with no impressions?
Because campaign status does not guarantee delivery: an ad group with no active ad or keyword, a 0.01 bid or disapproved ads are enough to block delivery.
How do I find out why my ad doesn’t show for a search?
With the Ad Preview and Diagnosis tool, in Google Ads’ Tools menu (About the Ad preview and diagnosis tool, Google FAQ).
